Summary
The Director, Networks and Telecommunications, reporting to the Dean of Information Technology Services (ITS), is responsible for all aspects of managing, planning, implementation, operation, and support of the university’s digital network and telecommunication infrastructure, including cabling, equipment, systems, configurations, and services.
For the network, this role performs engineering, network administration, and operations and management of the university’s networking facilities and environment and supervision of others. The network environment includes wired networks, fiber networks, WIFI networks, and connections to external networks and service providers. For telecommunications, the role manages the campus voice communication.
The role is responsible for hands-on network engineering, planning, network operations, network performance, metrics collection and reporting, capacity planning, hardware lifecycle management, implementations, rack space management, installations, network security configurations, network standards and documentation, network monitoring, logging, alerting, alert response, troubleshooting, network database and inventory, virtualized networks, network device patching and updates, vulnerability scanning of network devices, remediation, service and maintenance contracts, network identification and labeling, and supervising the Telecommunications Administrator, the Help Desk Coordinator, the Switchboard Receptionist, and potentially work study students and/ or interns, and project management of these same resources.
Duties and Responsibilities (Essential)
- Manages Centralized Raised Floor Network and Telecommunications Environments and External Connection
- Manages Network device NOS versions, patch levels, and secure protocols
- Disables network protocols in network devices that are not secure (FTP, TELNET, …)
- Maintain the access control lists in the core switch o Maintain the ASA Firewall
- Maintain the Exinda Bandwidth Management Device
- Manages all aspects of voice hardware and software, 911 database, PBX, Call Accounting and Pager Services
- Manages Remote and Connecting Networks and Telecommunications
- Maintain 74+ switches around campus
- Maintains network and telecommunications cabling to accepted industry standards and codes
- Plans and Engineers Networks and Telecommunications
- Network Operational Capacity Planning, Sizing
- Engineers appropriate physical and virtual networks, devices, appliances, and environments
- Plans and manages network hardware lifecycle management, refreshes, and migrations
- Network rack space standards, planning, and documentation
- Network switch, patch panel, and wiring standards, planning, and documentation
- Secure network system build and configuration standards, procedures, and documentation
- Perform initial network rack installations, NOS installations and configurations, secure configuration, and patching per security standards, and prepares for turnover for administration and operation
- Maintain IP address standards, mapping, and address assignments and DHCP ranges
- Maintains physical campus networking schematics and logical network diagrams
- Maintains Campus Wiring and drawings of where wiring exists to minimize or eliminate risk of trenching cuts to existing wiring
- Labels and maintains inventory and database of all wires, fibers, switch ports, spare parts, and connections
- WIFI spectrum management and coverage
- Evaluates and solicits vendor services for cost effectiveness and savings
- Maintains and updates full network inventory, database, documentation, and standards
- Analyzes network requirements and researches technologies beneficial to the campus community
- Manages IP and MAC addressing, including assignment and registration
- Implements and manages industry standard strong encryption methods where appropriate
- Engineers for compliance, security, and privacy; and assists internal and external auditors reviewing these areas
- Manages, plans, and reports quarterly on network software licenses utilization
- Plans, engineers, implements, administers, operates, and manages secure and encrypted remote network access to the campus environment.
- Engineers and supports secure and cost effective Virtual Desktop Infrastructure for student, faculty, staff, and administration users.
- Engineers and supports secure and cost effective Bring Your Own Device (BYOD) infrastructure and standards to support an environment where students and others must bring their own computing technology to the CBU campus.
- Engineers and supports secure and cost effective Mobile wireless technology infrastructure, standards, and documentation for those who wish to use their own mobile wireless devices.
- Develops, Implements, and Maintains Networking Standards, Policies, Procedures, and Environment Documentation o Develops operational standards, procedures, practices, and documentation
- Develops security standards, procedures, practices, and documentation
- Maintains diagrams and documentation of existing infrastructure.

- Administers network portion of user identity and security
- Provides operational metrics and reporting
- Periodic verification of compliance to secure network configuration standards
- Administer Windows DHCP

- Administer the cbu.edu Internet domain.
- Administer database of MAC-address registration
- Operates and Monitors Networks
- Network Metrics & Reporting
- Assures integrity, stability, and security of the network, and works to identify and correct violations
- Maintains time synchronization of all network devices to an appropriate and accurate time standard
- Centrally logs and monitors all network device events and activities for analysis and alerting
- Monitors networks and device logging, alerting as appropriate, notifying, escalating, and responding as appropriate in order to troubleshoot and restore to normal operations
- Manages, maintains, and operates physical and virtual network environments
- Manages and performs day to day network operations
- Visually monitors network equipment for failure indicators (LEDs, Lights, alarms, etc.)
- Manages network hardware repairs, replacements, network operating software troubleshooting and corrections
- Manages network service and maintenance contracts and provides costing and estimates to the Dean’s budget process
- Maintains Networks
- Manages, maintains, and updates all aspects of network hardware and software, Routers, switches, firewalls, wireless network controllers and access points, packet shaping appliances, DNS, DHCP, Electronic Door Lock controllers and networks, campus wiring and fiber, wiring closets, patch panels
- Maintain the racks in the telnet bay and many other network racks around campus
- Maintain the racks in the telnet bay and many other network racks around campus
- Maintain network fiber runs around campus o Maintain the two Aruba Wireless controllers
- Maintain 132+ Aruba wireless access points around campus
- Maintain private IP network in server bay o Maintain storage fiber network in server bay
- Troubleshoots network problems to restore to normal operations, notifying others as appropriate
- Maintains network infrastructure integrity and continuity according to accepted industry standards and codes, sometimes in coordination with wiring contractors
- Performs regular troubleshooting for fiber/wired/wireless network failures
- Manages and Performs Network Administration

- Works with the CIO/Dean and Associate Dean of ITS to develop and manage the network budget
- Supervises Staff
- Supervises and assures coverage for Help Desk and Switchboard Receptionist areas
- Supervises work study students assigned

- Provides users with instruction for network services
- Troubleshoot IP and MAC addressing assignment and registration errors
- Assist Campus Safety Office with Video Cameras (Prefer separate network or coax than using main campus TCP/IP data network)
- Analyzes requirements and researches emerging technologies to create ITS proposals beneficial to the campus community.
- Provides users with instruction on telecommunication services
- Manages External Service Providers
- Manages network and telecommunications service provider relationships with the university, coordinating contractors, and auditing invoicing for accuracy and internal billing.
- Solicits and evaluates vendor services for cost effective savings.
- Assists the Dean of ITS as needed, and provides budgeting information as needed.

Required Job Qualifications
- Two years of college with relevant experience
- Excellent knowledge and skills in network topologies and technologies
- Administrative knowledge of network infrastructure services, like DNS, LDAP, Active Directory, RADIUS, Kerberos, firewalls, routers, proxy servers, traffic shaping, load balancers, SSL certificates, and external server hosting, and TCP/IP network protocol architecture and implementation details, network security, SSH, SSL, and SFTP protocols, and mobile/WIFI technologies
- Demonstrated understanding of DNS and DHCP configurations and operations
- Excellent verbal and written communication skills
- Experience and demonstrated skills with Unix/Linux administration and Windows networking
- Big picture understanding of how technology relates to business
- Must be a results-oriented team player with a friendly and positive customer service attitude
- Ability to work with a wide range of consumers with varying skill sets
- Willingness to learn new network protocols, network devices, operating systems, etc.
- Must be organized, resourceful, self-starter with good interpersonal skills
- Working knowledge of voice systems, telephony, providers, services, equipment, and feature/function sets
Preferred Job Qualifications
- 4 year degree in Computer Science, Electrical Engineering, MIS, or related field
- Advanced knowledge, experience, and certifications in Cisco products
- Unix/Linux system builds, security, administration, configuration, tuning, and scripting
- Programming language and scripting experience
- Experience using MySQL and Oracle databases
- Project management experience, training, and certification (PMP)
- Administration experience with and working knowledge of Nortel/Avaya Telephone PBX systems
- Knowledge of voice systems including PBX, Voice Mail, Call Accounting, Pager Services, 911 database, and voice facilities (ISDN, PRI, T1, …)
- Experience with VOIP
Working Conditions
Hours are mostly 8:00 AM to 4:30 PM, Monday through Friday, plus system maintenance at night and on weekends; office setting and raised floor computer room setting. Service locations may require walking long distances, multiple flights of stairs, standing on ladders, and access to building roofs, or tops of poles. Access to locations may also be constrained by confined / tight spaces, wiring closets, tunnels, attics, basements, and conduits, therefore requiring the ability to bend / stretch as necessary. On-call 24x7 for emergencies and support. Must be able to lift and install network equipment into equipment racks and to move and install network racks. Frequent walking and standing. May be exposed to dust and dander, as working environments vary. Must have valid driver’s license and own transportation.
