Since the area through which the magnetic field is going is increasing, the magnetic flux is increasing. According to Lenz’s Law, the induced current will flow in a direction so as to create a magnetic field that will oppose the increase. Here it means the current will create a field going out of the loop and so using the RHR the current must flow counterclockwise!
